Details:
For techs X and Y, it always says "Allows X with Y", even if Y is "None".
Should just say "Allows X".
E.g., the help for Alphabet says "Allows Code of Laws with None".
Crept in in r13286, not in S2_1. None of the other clients look to be
affected.
