Details:
In this game, which I have attached, I am playing the Mongols and I have just
(in this turn) made an alliance with the Germans. If I now try to make a
treaty with the Germans with only the clause that I give them an embassy, the
Germans will appear interested (they will give a thumbs-up), but if I hit
'Accept' nothing happens. In the following turn I am able to propose the
treaty and accept it normally.
