Follow-up Comment #1, bug #13603 (project freeciv):
Name of the variable city_health_effects should be changed since it contains
negated value, maybe 'city_illness_effects'.
For another ticket:
I also noticed that pcity->pollution affects illness, but client does not
show it ( get_city_dialog_illness_text() )
