Can anyone tell me why the maximum number of members in a multicast group is set at

Are there issues with increasing this number?

Ah. Your original question appears not to have been answered. My bad.

I do not see a limit on the members of a multicast group on FreeBSD
either for individual sockets or for multicast forwarding based on my
reading of the source code.

From FreeBSD 6.0 prerelease also in 4.9
/usr/src/sys/netinet/in.h
#define    IP_MAX_MEMBERSHIPS    20    /* per socket */
