Obviously, I tried to quote too briefly.  Expanding the quote:

Note the last line.  When I put that into my .mc file and make, I get

Stop in /usr/src/etc/sendmail.

So, I'll repeat my question.  So where would one go to get this hack, since it 
doesn't seem to appear in /usr/src/contrib/sendmail/cf/hack as a result of a 
STABLE cvsup of src-all?
