Problem changing ownership of a link

[Stephen Montgomery-Smith]

If xxx is a soft link, I am finding that the chown
command has no effect in changing ownership of xxx:

if xxx is owned by bob, then
chown fred xxx
seems to have no effect at all.

Is this how it should be?  I'm finding this a bit
frustrating.
