I'm not sure, but since you use natd, panics may be related to ip_divert module. If KTLS somehow is used in your environment, this means unmapped mbufs also can be used. https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=255164 You can try to reconfigure your ipfw rules to use in-kernel NAT instead of natd.
