You're misunderstanding a few things. There are no "release packages" for any release of FreeBSD. What you have on the install discs are just "snapshot" packages built from the ports tree as it happened to be at the time of the release was made. If you want to see the newer mouse driver in ports help the xorg developers by testing their experimental tree.
