It is needed only for upgrading.  It is needed because you must build
the new kernel with the correct tools.  Since people usually do the
buildworld thing, the rule of thumb is that if you do a buildworld
that you need to do a buildkernel as well.  As always, extra knowledge
will allow ou to get away with the old way.
