No. RELENG_4_0_0_RELEASE is 4.0-RELEASE a snapshop of the branch you
want: RELENG_4. Once the CD's are rolled, nothing tagged with
RELENG_4_0_0_RELEASE (or similar) changes. There isn't really any point
in downloading one of the _RELEASE tags since that's what's on the CD
and ftp site in binary form.
