I've heard people worry out loud about that at times, but I've never
had it happen, and don't know anyone who has had it happen. Besides,
your computer draws so little power even at startup that it's really
optimizing the wrong thing. OTOH, I do lend some credence to the argument
that having the computer remain off when power is reapplied may save
you some problems e.g. in a storm, where the power may flash off and
back on quickly several times in a short period. In that scenario, you
are almost certainly better off just letting the machine sit there powered
down.
