For those that are confused about why they are receiving this message, ongoing discussion in ports@ as to the fact that pkg-config should not be a run-dep for any ports.

Removing that should do the trick (I haven't examined all of them, since I don't know Ruby). security/xmlsec1 just needs to make pkg-config a run-dep only.
