Does /var/db/pkg/mailman-2.1.5_2 exist on your system? If so does /var/db/pkg/mailman-2.1.5_2/+CONTENTS exist?

# ls -ld /var/db/pkg/mail* drwxr-xr-x 2 root wheel 512 Feb 15 21:43 /var/db/pkg/mailman-2.1.5_2 # ls -l /var/db/pkg/mailman-2.1.5_2 total 0 # pkg_info | grep mail pkg_info: the package info for package 'mailman-2.1.5_2' is corrupt
I re-installed mailman and now portmanager is working.
Still... seems like it should not dump core on the corrupt package info.
