I'm not sure if this helps but you can at least try. login as non-root (user) run this command: chsh -s /bin/tcsh you well be prompted for you non-root password logout and login again as non-root and see if it works
you can su to root and use use the same command to change the root shell.(sh is recommended for root) I hope it works!!!
