Something like this should work.  visudo compiles it happily enough,
anyway...

User_Alias  K3BUSERS = user1, user2, user3, ... usern
Cmnd_Alias  K3B = /path/to/k3b

K3BUSERS   ALL = (root) NOPASSWD: K3B

Take a look at sudoers(5).
