I had this problem recently.  I don't remember exactly, what I did to
fix it.  I am sorry if this is a completely wrong advice.

Try to reinstall gettext package.

If you use portupgrade make sure that you force reinstall:

        portupgrade -fP gettext

Let me know if it works.
