All phpMyAdmin is doing is reporting what MySQL tells it. If you used the mysql(1) command line interface from that account, you'll see exactly the same problem.

You need to check the privilege settings within mysql to enable that capability -- note that the capabilities functionality has been revised and extended in recent MySQL releases so it's entirely possible that even if you started out with [EMAIL PROTECTED] with ALL PRIVILEGES, after a few upgrades, that account might be lacking a few new privileges nowadays.
