It's both released and announced. People only know when the release
has happened because they see the announcement from the RE team.
Mostly that's because making a release is a process that takes several
months, and even the last stages of distributing the release .iso
images around all of the various servers worldwide takes a day or so.
It's generally possible to find the release versions of the software
on some of the servers quite a while before it's available on all of
them.
