In which case you're runnning a system with an old and vulnerable version of sendmail. Recommend you update as a matter of priority. In order to generate the sendmail.cf that you need, the command to use is: # cd /etc/mail # m4 -D_CF_DIR=/usr/share/sendmail/cf/ /usr/share/sendmail/cf/m4/cf.m4 foo.mc > foo.cf assuming that you have a load of sendmail related .m4 files under /usr/share/sendmail/cf -- you may have to substitute /usr/src/contrib/sendmail/cf instead. Then, once you're happy that it's generated a reasonable sendmail configuration file, copy foo.cf to sendmail.cf and restart sendmail.
