Well, something changed alright. As I expected, your passwd no longer seems to be setuid root! Like so: -r-sr-xr-x 1 root wheel 32504 Oct 9 2002 /usr/bin/passwd If it is not setuid root, regular users can, obviously, no longer can change their own passwords. Change it back: chmod u+s /usr/bin/passwd That will do it.
