I have the same problem /dev/oncore like all reference clocks are hard coded into ntpd. However, adding the links into /etc/devfs.conf does not work cos /etc/rc.d/devfs seems to be run after ntpd has started. Surely devfs should be started earlier so that any soft links are generated before other daemons start?
