When I do a dmesg it reports:

CPU: Intel Pentium III (135.87-MHz 686-class CPU)
  Origin = "GenuineIntel" Id = 0x681 Stepping = 1
  Features=0x383f9ff<FPU,VME,DE,PSE,TSC,MSR,PAE,MCE,CX8,SEP,
MTRR,PGE,MCA,CMOV,PAT,PSE36,MMX,FXSR,SSE>

I have tried recompiling the kernel with only I686 to no avail.

Laptops generally have a BIOS option which controls the speeds they run at, depending on whether the system is on AC or battery power. You might be able to use ACPI to adjust CPU throttling, too, but I haven't had luck with that.
