This version of FreeBSD is 9 years old and long EOL'ed.
Have you ever considered upgrading this machine?

For this message I deleted an existing user, and try to create this
same
user.
Also this failed, see below
I guess someone has modified /etc/adduser.conf or the adduser script
after this user has been created.
Have you checked?
