I totally agree: headers don't belong there. The same is broken for:

$ pkg-config --cflags gtk+-2.0
-D_THREAD_SAFE -D_REENTRANT -I/usr/local/include/gtk-2.0 
-I/usr/local/lib/gtk-2.0/include.......
