I think conspiracy theories miss the point. The reason more printers work on Windows than on FreeBSD is if you don't support Windows, you can't sell printers to 92% of computer users. This is an extremely powerful incentive to spend money on writing Windows drivers. The financial incentive is not really there to spend time writing drivers for FreeBSD. There just aren't enough FreeBSD users who will buy your printer to pay for it.
