So I did find a thread about this and the used the following solution to fix 
the problem:

- Edit /usr/ports/lang/php5/Makefile and add the following line to the 
configuration arguments:
--with-pcre-regex

So your Makefile should have:
CONFIGURE_ARGS= \
                --with-layout=GNU \
                --with-config-file-scan-dir=${PREFIX}/etc/php \
                --disable-all \
                --enable-libxml \
                --with-libxml-dir=${LOCALBASE} \
                --with-pcre-regex \
                --enable-reflection \
                --program-prefix=""
