Just now I added Option "AllowEmptyInput" "off" to my xorg.conf, and it becomes draggy and slow on input.
Your alternate keyboard layouts complicate the situation with hal. I've seen that discussed here; a search might be useful.
A 500 MHz VIA should be plenty fast enough to run one of the lighter X desktops (xfce4).
