I've looked in /usr/ports/UPDATING, but i'm not seeing anything regarding cups.

Anyone have any ideas?

Try re-installing cups-client and then upgrading cups-base.
I see the same issue when using portmaster, after you re-install the dependency it usually builds/installs fine.
