For the same reason:
/dev/ad1se      /usr/local ....
/dev/ad1sf      /usr

will not work.
For this particular case (root not first mount), sysinstall could be made smarter.

It's not the partition device names that determine the mount order, but
the order of the entries in /etc/fstab.
