If the port controls installing the manpages, then you can set NO_INSTALL_MANPAGES in /etc/make.conf. If they're installed by the underlying software's install script, then you can't control that from the port. You can of course, nullfs mount the ${LOCALBASE}/man directory on the image build machine to a different location and then unmount it from under the image once all ports are installed.
