It isn't as useful as you think. I can easily generate 200 clients being only one person. That's why the focus in bandwidth shapers lies on the type of traffic and the origin/destination rather then the state and they divide the bandwidth within those pipes between the states. Secondly - bit besides the point, but not many people think about it - if you have 100% available and limit a single person to 5%, you're more likely to end up at the 100%, simply because it takes more time for that person to get what he wants.
