Because rc.local is the legacy, deprecated method of handling local scripts, per man (8) rc.

"Typically, the /usr/local/etc/rc.d/ mechanism is used instead of rc.local these days but f you want to use rc.local, it is still supported. "

So, while it's still supported, it's no longer the standard way of handling local scripts, and it could go away in the future.
