I disagree. I'd say that OpenBSD and FreeBSD put security in exactly the same place -- at the top of the list. I think the distinction to draw is that FreeBSD has a longer (albeit unwritten) list of project goals, with the effect that a smaller proportion of the development being done on FreeBSD is security-related; this may make it look like we care less about security, but it's really just a sign that FreeBSD is a larger project.
