Yes, but you'd have to modify the code for ftpd. I doubt the FreeBSD project would accept such patches[1] as allowing anon users to modify file permissions is the sort of thing that can easily create subtle (and not so subtle!) security issues.

It may be easier to look at ftp daemons in the ports collection; one of them may be usable for you.
