Execute rights, yes, but you shouldn't rename it to foo.sh under 6.2 -- that's not how things are supposed to work in recent releases.
Without the PROVIDE: in the rc script, it won't get executed unless it has an .sh extension. man rc has details, but .sh should still work and I think is required without the rcorder keywords.
