%man vipw look for the lines starting with the applicable usernames, change the last part from (presumably) /usr/local/cpanel/bin/noshell to /bin/csh btw, it looks like you didn't fully delete cpanel, otherwise you should have gotten a file not found msg. Alternatively, you could delete existing users and recreate them with correct shells.
