You don't "install" the 2nd cd... It contains : "Description: CD #2 - Multi-Language support for KDE & Essential PBI Pack". You mount the cd and use pkg_add or their own pbi-system to add programs or install an addional language. More info is in the PC-BSD Knowledge Base.
