just add IPFW, IPFIREWALL_DEFAULT_TO_ACCEPT, and DUMMYNET to your kernel, no
need to remove IPFILTER.

then just add whatever rules are needed for dummynet. IPFW should then leave
your packets alone for ipfilter to handle.
