There are many ways to combat spam. One of the easiest is to use
mailscanner in the ports.
You can configure mailscanner to compare senders against known lists of
SPAMers, in addition to it's own rules.

off these letters? Especially it is difficult to
explain for user1 and user2 why they got letters
addressed not for them.
