The point of using the leading numbers is to make sure the three servers chosen from the pool are actually different machines.

If you've only got a small number of machines, having each contact an external NTP server is reasonable. If you've got, say, ten or more machines, set up three of them to contact external NTP servers and each other as peers, and have the rest of the machines on your network talk to your local NTP servers.
