Sudo.

You don't seem to be listening to anyone's responses.  Perl, Python,
/bin/shl, they're all the same.  You need to put the setuid bit on the
/executable*, not the script, or have another setuid program (like
sudo) handle permissions then exec your script as the appropriate user.
