Yes, if you specify hardware MAC addresses, you can assign fixed IPs.
and another problem is still some words from dhcpd, as these: dhcpd: unable to create icmp socket: operation not permitled dhcpd: can't open /var/db/dhcpd.leases for append
You need to kill and restart dhcpd as root.
