Hi,
In a particular network scenario we have, swapping an ethernet link between two FreeBSD machines using the same IP and a different MAC is proving to be a problem.
We have discovered that in order to make this work we will need to enable gratuitous ARP. Does anyone know how to turn this feature on?

Couldn't you simply change the mac address on the second machine to match the one on the first? This assumes, of course, that the two machines will not be on the network at the same time.
