It appears that you don't have the ports installed. If /usr/ports/ doesn't exist, or is empty, you might want to either go the hard route and install cvsup, add ports-all to your cvsup file, and cvsup your ports, or download ftp://ftp.freebsd.org/pub/FreeBSD/branches/-current/ports.tar.gz into /usr and extract it...
