However, the reason for the version cap was for py32 support [0], which the ports tree lacks. Speaking of TEST_DEPENDS (and do-test), I confess that don't actually know of a good way to run the test target because poudriere doesn't yet integrate with it [1]. Perhaps that maintainer will enlighten me.
