Uhm. Without this patch i get "hg" in russian despite WITHOUT_NLS=YES in
/etc/make.conf. And it installs po dirs for me.

I'm sorry for delay. Just looked into this and Marcus was right. The
current port fails to follow WITHOUT_NLS if msgfmt(1) (devel/gettext) is
installed. So I filed upstream bug-report:

Right now I'm testing proposed patch and will commit it later today
(along with 2.2.3 update). Thanks.
