I saw a similar problem with gitlab-ce in the upgrade to 13.6.0.
The cause of this error for gitlab was, that is requires ruby 2.7 and
does not work anymore with ruby 2.6.
The switch to ruby 2.7 is tracked here:

Maybe you want to give it a try with ruby 2.7?
