Apparently the MOVED file is broken :
[root@numenor ports]# portversion
Traceback (most recent call last):
[...Starcktrace omitted...]
/usr/local/lib/ruby/site_ruby/2.6/pkgtools/portsdb.rb:118:in `block (2
levels) in fill': MOVED file format error (PortsDB::MOVEDError)
As indicated, I deleted the MOVED file, and portversion runs normally
