This step removed the package from the system ...

> # make FLAVOR=py27 reinstall

This is now equivalent to a plain "make install"

I.e. you are always performing the "deinstall install" sequence that has
been mentioned as a work-around for when "make reinstall" fails with error
code 70 ...
