Dave, the former. I am not aware of the details surrounding the Pan news reader, but the former is true: FreeBSD 10.3 (and also 11.0) use(s) clang and libc++ by default, where FreeBSD 9.3 used to use gcc and libstdc++. It is usually a matter of consistency with C++ libraries that are required by your program (Pan in this case), and if - as the Bugzilla item suggests - the program is forced to compile with GCC, it should normally be forced to use the default Standard C++ and Standard Template Libraries so it links to libc++ (so the reverse of what used to be done for 9.x).
